Any well established franchise would do : Hertz or similar.

Just returned from a trip to Croatia, and wanted to say that Uni Rent was great- they had the cheapest prices and even picked us up from our hotel in Dubrovnik and we returned the car in Split. Website is http://www.uni-rent.net/

This is a good info about car rental in Croatia, green card and crossing the borders:

    Question:
? We plan to visit Croatia and Montenegro next summer. We will hire a car at Dubrovnik and, after spending a week in Croatia, drive to Montenegro for another week. I’ve heard that there can be issues with insurance at the border when entering Montenegro. Also, what are driving conditions like in Montenegro? There are four of us with luggage. Will hiring a large car (Skoda Octavia estate) be OK?

    Answer:
Before independence, Serbia and Montenegro was one of the countries in Europe which required drivers to produce a Green Card. This card forms the basis of a system designed to make driving across borders much smoother. A Green Card offers no insurance cover but is proof that the minimum legal requirements for third party liability insurance are covered by the driver’s own motor policy. Your insurance company should be able to provide you with this card without charge. Recent multi-lateral guarantees between EU countries have removed the need for a Green Card within the EU. However, since independence, Montenegro has not met the requirements that allow Green Cards to be recognised. You will need to arrange cover at the border which will cost ?60.

I live in Zagreb and I’ve been using services from many different local rent-a-car companies for my needs and came up with a good, cheap and reliable answer: Milenium Rent.

Every time I wanted to do something unusual, such as driving to a different country, they made it possible for me. It was pretty easy to negotiate and to make a deal with them.

They are also the cheapest local rental company! They claim if you ever find any other cheaper offer they will let you hire a car at the same price as you’ve found.

They also have a pretty good web page with some unique features, which give you the opportunity to even lower your price by online reservations, and I’ll give you some tips on how to do it:

    1. Sign up to http://milenium-rent.hr (right-upper corner: Register)
    2. Since you have enough time , you could try their new service and upload your photo from Croatia (if any) to their online photo contest: if you upload a great photo you could even win a FREE CAR RENTAL!
    3. Use their online reservation and I’d suggest to pay with VISA credit card – Milenium Rent is also an exclusive partner of Visa Croatia, so you could pick up an additional discount.

I hope that was useful to you… Welcome and have a nice vacation in Croatia! Cheers!
