I’m Portuguese and i’m going to croatia on September (you’re going to see a lot of questions from me  ;D)

As far as I know, I don’t need passport to enter Croatia – My National ID is enough. But do I need passport to cross over Bosnia to go to Dubrovnik?

Take ferry from Split / Hvar or Korcula to Dubrovnik and you don’t need any border crossing.

    Hi Mario,

Yes, I’m already counting on doing that.

But IF i rent a car in Dubrovnik and don’t want to pay the ferry for the car and go by car, is there a “borderless” high-way or something like that?

No, there is no borderless highway. You have to cross the border.
